How to pay social security for overseas laborers

There are several ways for overseas laborers to pay social security:

**1、 Pay in the usual way domestically**

#(1) Paid on behalf of the original unit
-If overseas laborers maintain labor relations with domestic units before going abroad, they can negotiate with their units to continue paying social insurance for them in accordance with relevant regulations, including pension insurance, medical insurance, unemployment insurance, work-related injury insurance, and maternity insurance.
-The payment base is usually determined based on the employee's salary level, and both the employee and the employer pay corresponding fees according to a certain proportion.

#(2) Pay as a flexible employee
-If there is no fixed unit for labor service personnel going abroad, but they have local registered residence, they can go through social security payment procedures at the social security agency where their registered residence is located as flexible employees.
-Generally, one can choose to pay for pension insurance and medical insurance, and the payment amount is calculated based on the local prescribed payment base and payment ratio.

**2、 Pay relevant insurance during work abroad**

#(1) Pay according to local foreign legal requirements
-Many countries have mandatory social insurance systems, and overseas laborers need to pay corresponding social insurance according to local laws and regulations during their work in the country, such as pension, medical, unemployment, work-related injury and other insurance items.
-There are significant differences in social security policies, payment standards, and coverage in different countries. For example, in some developed countries, the proportion of social security contributions is relatively high, but the level of protection is also relatively comprehensive; And the social security system in some developing countries may be relatively simple.

#(2) Purchase commercial insurance as a supplement
-In addition to paying local statutory social insurance, overseas laborers can also purchase commercial insurance according to their own needs and economic conditions, such as accident insurance, medical insurance, critical illness insurance, etc.
-Commercial insurance can to some extent compensate for the potential lack of protection in foreign social security and provide more comprehensive risk protection for laborers. For example, for laborers working in some high-risk industries, purchasing high accident insurance can effectively prevent the risk of accidental injuries that may be encountered during work.

**3、 Handling of Social Security Relationship Transfer and Continuation**

#(1) Continuation of social security after returning to China
-After returning to China, overseas laborers who wish to re-enter the domestic workforce can submit the relevant social security certificates (if any) paid during their work abroad to their new employer or local social security agency for the continuation of their social security relationship.
-For laborers who pay social security as flexible employees in China, they can continue to pay according to the original method after returning to China, or adjust according to the new employment situation.

#(2) Handling the connection between different social security systems
-Due to differences in domestic and international social security systems, there may be some complex situations when transferring and continuing social security relationships. For example, the years of social security paid abroad may not be directly accumulated domestically, and it needs to be handled according to the mutual recognition agreement of social security between the two countries (if any) and relevant domestic policies.
-At present, China has signed bilateral social security agreements with some countries, aiming to address the social security rights and interests of cross-border employees and simplify the procedures for transferring and continuing social security relationships.
