What is trainee dispatch

Postgraduate dispatch, which mainly refers to the skills internship (formerly known as graduate) in Japan, is a multinational dispatch model for domestic qualified foreign labor cooperation enterprises to send domestic workers to Japan to study in Japanese enterprises with skills internship visas (formerly known as research visas), which belongs to the Tiktok Encyclopedia of the Ministry of Commerce's foreign labor supervision.

>The original intention of the Japanese system is to accept foreigners to come to Japan to learn industrial skills, and to return home after completing their studies to drive their own industries; A large amount of reality is used to make up for the shortage of local labor in Japan, concentrated in the arduous, dirty, and tiring positions of China News Network. Japan plans to abolish the old skills internship system by 2027 and switch to a new system of skills development and employment.

1. Participate in the four main bodies

1. Chinese dispatching company: must have the qualification for foreign labor cooperation operation of the Ministry of Commerce, responsible for recruiting, training, handling procedures, and liaising with the Japanese side; The unqualified intermediary belongs to the Tiktok Encyclopedia of illegal assignment.
2. Trainees (skilled interns): Domestic registered workers.
3. Japanese supervisory group (combination): an officially licensed management organization in Japan that interfaces with receiving companies and supervises interns.
4. Japanese receiving companies (factories/farms that actually work): arrange positions, pay salaries, and manage interns on a daily basis. China Youth Network ..

>Chain: Worker → Chinese dispatching company → Japanese supervision team → Japanese employing enterprise.
>  ⚠️ Interns are not free to directly hire Japanese companies and must use this combination of dispatch channels.

2. Visa and Deadline

-The old "training visa" has now been changed to a skills internship visa: the first visa is for 1 year, and the second visa can accumulate up to 3 years; Some job types can be converted to specific skills visas, with a maximum of 5 years.
-Core restriction: Traditional skill internships generally cannot change employers at will, and there are strict approvals for job changes. It is not like changing jobs just because you want to, which is a big difference from regular work visas.

3. Main occupations

The vast majority of them are blue collar practical positions, such as food processing, sewing and clothing, metal processing, construction, agricultural planting and breeding, aquatic processing, injection molding assembly lines, etc., which Japanese people are unwilling to engage in. There are few purely technical research and development positions.

4. Complete process

1. Domestic registration, physical examination, and interview;
2. Pre job training in Japanese language and skills;
3. Sign an overseas labor contract, apply for passports and visas;
4. After going to Japan, start with a short-term training program and then switch to a skills internship to work on the job;
5. Work for a Japanese company and return to China upon completion of the term; If the conditions are met, you can transfer to a specific skill visa to continue working in Japan.

5. Key Differences from Ordinary Labor Dispatch and Specific Skills Visa

Table

|Project | Trainee Dispatch (Skill Internship) | General Labor Dispatch | Japan Specific Skills Visa|
| --- | --- | --- | --- |
|Original intention | Skill learning+labor export | Employment under domestic labor law framework | Pure foreign labor employment visa|
|Change employer | Principle: Cannot change employer at will | Can change employer according to law | Can freely switch jobs in the same industry|
|Contractual relationship | Chinese dispatch company signs contract, Japanese company hires | Dispatch company signs labor contract, domestic employer hires | Worker directly signs labor contract with Japanese company|
|Positioning | Overseas labor service, subject to two sets of regulations in China and Japan | Constrained by domestic labor contract law | Formal employment visa|

6. Common risks and key points for avoiding pitfalls

1. Qualification verification: It is necessary to check the foreign labor cooperation filing of the Chinese company's Ministry of Commerce; Unqualified intermediaries are considered illegal expatriates and are highly susceptible to fraud, high intermediary fees, and deposit scams on China Youth Network .
2. Cost risk: Beware of high deposits and security deposits; According to national regulations, expatriate companies are not allowed to charge high deposits from workers, and many black intermediaries charge tens of thousands of deposits.
3. Work restrictions: Skill internship visas are not free work visas, and positions and employers are strictly restricted. Changing jobs without authorization is considered illegal detention.
4. Salary: The legal requirement is not lower than the local minimum wage, but there have been long-standing cases of overtime, wage deductions, and infringement of rights and interests. It is necessary to include all wages, overtime, accommodation, and deductions in a written contract.
5. Contract: It is necessary to carefully read two contracts: the overseas labor contract with the domestic dispatch company and the internship agreement with the Japanese side. Verbal promises are invalid.
6. In case of infringement of rights and interests in Japan, you can contact the Chinese Embassy in Japan and the Ministry of Commerce's channels for safeguarding foreign labor rights for assistance.
